Per Curiam: In these consolidated appeals, Frederick Ricardo Germany-El appeals from a district court order that denied relief on his
42 U.S.C. § 1983 (1988) complaint (No. 93-6659 ) and an order that denied his "Motion to Reopen Civil Action" (No.
93-6924). Our review of the record in No. 93-6659 and the district court's opinion discloses that this appeal is without merit.
Accordingly, we affirm that order on the reasoning of the district court. Germany-El v. Wilson, No. CA-93-1346-S (D. Md. May
20, 1993).
